Is that little flag next to the Hydrant a Fire Ant nest?

I recall seeing those flags when the ants began their invasion of Southern CA.

Not likely. Here in Florida they're used by the phone company and other utility companies to mark buried cables. Usually in advance of some construction nearby.

Usually I have seen them when the property is being surveyed or sprinklers are being worked on. Bad place for a hydrant.
