Is that little flag next to the Hydrant a Fire Ant nest?
I recall seeing those flags when the ants began their invasion of Southern CA.

...Is that little flag next to the Hydrant a Fire Ant nest?...Not likely. Here in Florida they're used by the phone company and other utility companies to mark buried cables. Usually in advance of some construction nearby.

Usually I have seen them when the property is being surveyed or sprinklers are being worked on. Bad place for a hydrant.
