IMO, suspenders.
The tie-downs for a shoulder rig would be connected to the belt further back along his waist. Usually straight down from the arm-pit on the carry side.
What I see exposed looks to be too far towards the front of the body for a shoulder rig tie-down.
Just my thoughts. But it wouldn't surprise me if Oba-Mao was carrying something with more wallop than a Little Red Book..
