Reply is to whomever has posted last. Not necessarily relative to their comment though.
Yeah, they should program a better ‘reply’ method but apparently they’re too lazy to bother so; we have to go with what’s here. Or am I just too thick to have ever seen an alternate post utility?

I hope they keep things the way they are. I like being able to clearly see who replied to whom... not the case on other forums.
