what a shocker! BUT people have to realize they speak of POUNDS .. each pound is worth more than US$2.50.
If I’m reading it correctly, the article doesn’t necessarily say that the funds have been “misappropriated,” but that the “rich” nations who have pledged to give money to the UN fund to help the poorer countries haven’t ponied up.
Nothing more than redistribution of wealth, to corrupt NGOs and petty dictators..
before I read the article let me guess; the money is being administered by the UN.

But at any rate - if a pledge is made and then not fulfilled, either stolen at the giving end or the receiving end, the result is still theft because that money may have been forth coming from another country, regardless if the cause is bogus or not, but because that money was pledged and on the books as such then other donors kept their hands in their pockets and the supposed poor countries counting on this cash got nothing - even though they are just as crooked as the rest.
Also we don’t know what money was placed into accounts, regardless that it was never sent, that would generate sizable interest payments and for who?
So either way the crooks got filthy rich.
