I thought that also until I noticed they wanted my email address. I have a junk email for such sites. It did let me sign w/o donating.
You can sign the petition without donating.
It does require an email address though.

No donation required. iPetitions.com just does this annoying thing after you sign a petition asking for a donation. But just ignore that as no donation is required for the petition.
