Was it 15% before treatment was available? Is is 15% for those who do not take their meds? Is it 15% only for those who are diagnosed and not taking their meds?
My personal opinion, work is therapeutic. Paying people not to work long term, is bad for the person, business and society as a whole.
It is actually a blessing from God. Adam and Eve were given work to do before the fall.
