Yes - it needed sixty votes to begin debate (which it got last night) AND it will also take 60 votes to end debate (which is where we have a good chance of defeating this bill sometime in the next few weeks). Only after getting 60 votes to end debate can they move to a final vote which will only take a majority to pass.
