This keeps them from voting on it without debating it - I think. Otherwise, they would just go straight to the up/down vote. If i’m wrong, somebody correct me, please.

Theyre debating whether or not to debate? That' our Senate. The Greatest Debating Society in the World, or so they say of themselves. (They don't mention that most of it is just posturing).
