Really, it’s more like two misses, since the target was presumably his head.
The second shot, the 'magic' bullet shot, Did enough damage to Kennedy that he would not have survived. Here is the chest x-ray showing the damage to his neck area on his right T1 and C7 area. The shock damage alone to his transverse process, lungs and heart would probably also have killed him had the third shot not hit him in the head.
