I also saw that photo and used it in a special thread I created for FR last Friday. But then, after getting a post from a fellow Freeper regarding it, I researched it more, found a video of the event, and then had the thread pulled.

The military men and the civilian in that photo are saluting the President as he came out to make a speech for the memorial day presentation at Arlington Cementery.

Though we know what type of man he is, and how little regard and respect he holds for the flag, that particular photo is not an instance where he was disrespectig it.
