To create real jobs, he needs unemployment to rise (create/augment a problem) so that he can solve it with new solutions (hire the unemployed into government). This will be timed for the most dramatic effect for the '10/'12 election cycle.

Oh, what was the "stimulus" for? Multiple purposes - pay off '08 contributors and from the remainder, create a gigantic slush fund to pay off '10/'12 voters.

All of the above contributes to future inflation, that will lead to new "problems to solve".
