American in Tokyo is correct. The Japanese do not expect foreign diplomats to bow, let alone the President of the United States. For a good frame reference, “google MacArthur Emperor” images and take a good look. Note whose hands are in their pockets. MacArthur shows a keen knowledge of the Orient not Obama.
Beyond the fact that he should not be bowing in the first place, Obama’s bow is ridiculous. It is not even a proper bow. Why would you be bowing and trying to shake hands at the same time. Further, his angle of bow shows that he puts himself at about the scullery maid rung of the status ladder.
I lived in Japan for almost a decade and am well acquainted with type westerners that are saying that this is perfectly acceptable. They tend to get real upset when they finally realize that they are NOT Japanese. Japanese do not expect you to act like one of them. If you want to show some deference to their culture a slight bow will suffice.

True. But as discussed on another FR thread, there is greater significance to this. Since the founding of the American republic in a revolution against monarchy, the unwritten protocol has been NO AMERICAN BOWS TO FOREIGN ROYALTY. That is to demonstrate for all to see that we are a free people, not servile to any monarch or other royal.
Obama flouted this protocol (for at least the second time as POTUS), consistent with his disdain for American exceptionalism and his view of being a "citizen of the world." But it's even worse than that in this case. This "commander in chief" disrespected the memory of the hundreds of thousands of American servicemen killed by the Japanese during WWII in pursuit of their emperor worship cult of that era.
