In Japan even a superior bows to a subordinate, but there's an asymmetry in the way the two bow. Also two equals can exchange bows, so bowing isn't an equivalent to flipping on your back and peeing.

I wouldn't have been offended at an exchange of bows as between equals between Obama and another head of state. It would seem like simply a display of respect for the customs of the other country, without necessarily showing subservience. The ring kissing thing with the Saudi, by comparison, was idiotic.
