There is a third possibility. The protocol official who briefed Obama prior to his visit didn't know any better. I don't buy that because the SoS does know better. We've seen pictures of Hillary! wearing a modest Muslim scarf in Pakistan. Impeached ex-President Clinton didn't make these kinds of mistakes.
Unlikely as it may be, I do not discount the possibility that Obama's handlers might be having a bit of fun with him. Who has bothered to notice so far?
