Very odd. Obama’s goal is to get the vaccine to all those the the govt would subsidize. You don’t find poor people in the secure area of an airport.

I cannot answer your question with any degree of certainty. From what I have understood, it is supposed to be a dead virus, but sometimes it isn’t. Perhaps someone with more knowledge can comment on this.

The nasal vaccine is attenuated.

As is the case with the injected, it's safe unless you are allergic to eggs. The nasal vaccine is not recommended for those with asthma. Asthma sufferers should get the injected version of the vaccine.
