Well, my understanding is that for now we have a "modified" open primary. Democrats can't vote in the Republican primary without changing registration. "Decline-to-state" voters are the only ones who can choose which party they wish to participate in.
Now in June, there will be a ballot initiative that would establish a new open primary system. This was put on by RINO Abel Moldanado, which was the payoff from the legistation for him voting on the last bloated budget. If passed, it would affect elections post-June 2010.

Thanks - I stand corrected (at least for now). I believe most people won't take the effort to re-register.
Sounds like the looming initiative, though, would be a disaster. Thanks Abel (...are we sure he wasn't named after the other brother, Cain?)...
