Is the driver going to be able to recoup his losses from the Pelican that distracted him and caused him to park in the marsh?
OTOH, you would be distracted too if you had never seen a Pelican plunge into the water for his next meal...
I watched another shot which showed him going in... splash. I figured he was distracted by someone taking his picture. Everybody oughta carry a picture/video phone.
