The duty of POTUS isn't prayer (that's the duty of the chaplain, as you stated), but rather action in times like these; such as removing all Muslims from duty until it can be proven they aren't a threat to the rest of our servicemen and women (FDR comes to mind). Unfortunately, the prevention of offending Muslims is of the utmost priority; the security of our fellow citizens and servicefolk are a distant second.
