Why cant the families participate in his death? I believe many are. They had to restrict the observors to 2 per victim, due to lack of space in the observation area. The story indicates that this father and the husband of his daughter are going to be there, even though the husband has since remarried. Futher on it says that many other family members of other victims are also going to be there. Some aren't, but that's their choice for the most part.
