It will take 60 votes to cut off a filibuster. Joe Lieberman has made it known he will be with the GOP as long as the Senate bill has a public option. So Reid cannot move it unless one Republican senator caves.
Snowe wont cave as long as it has a public option. She’s pissed at the way one was added at the last minute. She will probably vote to end a filibuster if the public option is changed to a trigger. I dont know how likely that is.
Right now, all I know about Collins is that she has not supported the Senate bill.
