Turns out the CIC does indeed have the power to commute the death sentence of anyone convicted under the articles of the UCMJ. In this case, that is Article 118 of the UCMJ - Murder.

I'm sure hasan - after the trial - will be invited to the white mosque for a celebration and to receive the maksmanship medal from our dear godhead islamic muslim CIC.
