i thought military bases were considered “federal facilities” and carrying was restricted by GCA ‘68?

On all the military bases that I have been on, the base commander made the policy. I think it is clear that in federaly owned buildings on base, people who are not officialy associated with the military might not be able to carry firearms.

Certainly the base commander can authorize those who he chooses to carry weapons. Commanders routinely allow peace officers to carry weapons on posts, as well as hunters and target shooters. I am often on a post that allows anyone to have a gun in their vehicle as long as the gun is in a locked container.
