Now, how the hell would they know that already? All the shooters aren't even in custody!

FBI is reporting that there is no connection to terrorism. That's got a lot to do with your definition of terrorism, I suppose. For me, shooting more than 30 people and killing at least nine is, ipso facto, an act of terrorism.
