Why are the points in news reports DECREASING over time when the shootings happened at TWO (3) different locations, and why is the FBI making assertions this is NOT terrorism before the incident is over assessed ?

Possibly by saying it’s not terrorism, they keep the other muslims/terrorists in the US from getting “excited” and possibly doing more attacks today???
That’s the only explanation I can think of. It makes me so mad that they say immediately it’s not terrorism....this explanation is the ONLY one that makes any sense. Otherwise, they do us all an injustice.
