The commissary and PX are much more target-rich environments - I believe there were specific people they wanted to target at the theater and processing center.
Besides, unless they’ve changed military bases since I left 10 years ago, they don’t show movies until the evening. The theaters were used for training, briefings, or ceremonies.

I know we occasionally drew arms (M16’s, M1911) when performing security details, like payroll guard. When I was in the Army in Germany, I had a loaded M1911 in my center desk drawer, who it was checked out to I never learned. I worked in a room with safes containing Pershing Missile fire tapes and firing codes and I guess I was expected to shoot anyone trying to mess with them. I never received any explicit training or instructions on the use of the weapon or deadly force or anything like that. I suppose they expected me to rely on common sense.
In a fire drill, I reported to the arms room and drew an M-16, the firing batteries sent details to evacuate the safes. We went into the building - armed - during a fire drill.
I agree, having a loaded weapon in CONUS is very unusual.
They wont announce it as terrorism even if it is .. that would push Obama into a corner and force him to commit more troops to Afghanistan. If its white shooters get ready for the crazy extreme right wing domestic terrorism angle.

This is the Obama/Eric Holder response.
I was working at the enlisted mens club one afternoon and the big boss walked in and told me to hit the big red button under the counter for a drill. This was the emergency button. In about 30 seconds, the first Air Police started piling in with M-16s - They did not know it was a drill until they arrived.
I'm quite sure that most every facility on a base has an emergency button that gets real fast response although like I said, this was quite a few years ago for me. I'd be flat pissed off if this kind of alert network and security training were to have diminished from what it was then.
