I am sure it pisses the Scotus off to have to go over this again, but that is what happens when you don’t write a clear decision. I do think that they are going to get out their big hammer again and say “See Heller, yes this applies to you too”.

It doesn't until they say it does. Heller only holds that the Federal government can't infringe on an individual's right to bear arms.

McDonald v. Chicago will decide this issue. It will be heard this term.
