It looks like Harmer won in Alameda county, but not Contra Costa county. I thought the former was even more liberal than the latter. Who knew.....

The portion of Alameda in the CA-10 is more politically marginal than the district’s Contra Costa precincts. The marginal Contra Costa precincts that made the CA-10 a swing district in the 1990s were placed in the CA-10 during 2001 redistricting.
