Not really. He said that he would hold a referendum on the treaty as part of the ratification process, but once it's in force he has to deal with it as the outgoing government's legacy. Just like it was easy for the Democrats to be anti-war as long as they were the opposition part. But has Obambi "brought the troops home"? Not really.
