WASHINGTON — US President Barack Obama will lay out broad strategic guidelines for Afghanistan after November 7 runoff elections there but will not "micromanage" the generals fighting the war, Secretary of State Hillary Clinton said Friday.
Clinton made the remarks when asked whether forces would be pulled back from the Pakistan-Afghanistan border under a new strategy that reportedly will refocus the US-led military effort on protecting Afghan population centers.
"The president is not going to micromanage what our generals do," she said in an interview with PBS television.
"The president is going to say, 'Here's our strategic objectives, here's what is needed for us to meet the mission we have, here are the troops that you're going to be given, here are the civilians and the political strategy that we are integrating.'"
"But he's not going to be looking at a map and saying, 'Do you have two people there and four people there?' That's not the way it's done," she said.

Obama ses the Rules of Engagement, which ties the troops hands, then tels them what he wants done and wont give them enough troops to do it.
The strategic command by our generals should be to keep Americans from getting killed in Afghanistan fighting for a President who has abandoned the mission.

That sounds great but the question is:
Should the US run a counterterrorism operation or a counterinsurgency operation.
After you have decided which type of mission you plan to implement, then you can "get the job done of winning".
If you decide to go the counterinsurgency route, you are going to need a lot more troops, and you will have to accept a lot more deaths because there will be many "operating outside the wire", in smaller units, and in remote locations. But if that is what you, Cheney, and McKrystal want, go for it.
Our “leaders “ have us in a war.
If you send Americans to war you had best have a plan for winning BEFORE you go in.
Seems obozo is dithering, trying to placate his very liberal base and not wanting to look even weaker.
Also his rules of engagement are a ajoke for service members getting shot at.
Didn’t Obama and Biden claim that they were going to get Bin Laden when they took the reigns? The two of them, along with Harry Reid, Nancy Pelosi, every Communist administration Czar, snd judge appointee should be put through some type of boot camp and military training. Then they should be air dropped in the mountains along the Afghanistan / Pakistan boarder. They should each be equiped with tiny cameras and vital sign monitors with satelite uplinks. Obama can lead this group of Bin Laden hunters. Then we can see what they are really made of.
