well i don´t know how this is handled in the US but in my country it is at least a crime (if you know that you have aids and you have unprotected sex with someone who doesn´t know this). so if you infect him/her you will go to jail.
but i do agree on the immigrants. they should be denied the entry because this is definitely a total unnecessary finacial burden.
