Maybe it's because it's a highly infectious disease to which there is no known cure for. Just because it's not contracted via airborne doesn't make it any less potent.
The main point is the continual drain on our healthcare. Let's worry about treating Americans that have HIV first.

If you think HIV is a “highly infectious disease”, well, very plainly, you should take a class on infectious diseases and educate yourself on the matter. Fatal, yes....not highly infectious. Seeing as 1:5 have no clue they are infected, the barn door is wide open.
So the problem is just with healthcare....so deny them healthcare.
