I too would like to see the freebies shut off.
When former San Diego mayor Pete Wilson when Gov.
pushed prop. 187 to do just that, it didn’t fly and the Mexicans were in the streets protesting in the State.

The way I remember 187, was it was started by an assemblyman, Mountjoy. It passed with a huge margin (something like 59% to 40% IIRC) Lawsuits caused a restraining order against it, and Wilson appealed. In the meantime, the deck was being stacked by bundling or consolidating a whole bunch of those lawsuits, which were brough only to serve this very purpose, and it was declared unconstitutional. Davis was elected and pulled a fast one by pretending to agree to negotiate it with outside mediators, but then dropped the appeal. End of story.

Is that how you remember it?
