But my point is that the vast majority of rules have no applicability to the public. Like the rules that control how patent examiners examiner patent applications, for instance.

Just like the new Seattle “rule” (not sure exactly what it is called, but it is not a “law”) that prohibits firearms at public parks, etc. IF you are caught you will be asked to leave. If you don't, you are charged with trespassing.
