Thing is, you don’t need a license (or insurance) to drive a car. You need a license to drive a car on public roads with the rest of us.
One has to pay a .gov processing fee to get the vehicle out of hock. It was, and my numbers could be off, about $99 in most jurisdictions.

I of course banned any beer/pizza/KFC/ from any tow company at the Choir Practices I organized.
I could always predict who would be getting fired next via checking the tow log. The guy who was the 'big producer' would always be the next to fall.

This is great for folks who have a suspended license and/or no insurance. Just say you have nothing, and put on a heavy accent! “My name Juan Gonzales”...”Ok, Senor Gonzalez, please don’t let it happen again. Buenas dias.” The rule of law is SOOO inconvenient—so why comply?
Yeah, we agree. The purpose of this SF law has nothing to do with any of the situations I listed. This “open borders” business is all about engineering elections.
