You seem to be confusing two different things. DHHL doesn't control whether or not the long form is available. The change on their web site has nothing to do with that.

DHHL required more than proof of your own birth for their specific program, because it was a program specifically for those with Hawaiian ancestry. Just being born in Hawaii wouldn't be enough to qualify for that one program.

You are being dense on purpose. You know exactly what I mean about DHHL requiring the long form until the DHR REMOVED the availability of the long form, thereby forcing a change on DHHL requirements.
