Honduras's military-backed interim government has made a new offer towards resolving its standoff with Manuel Zelaya, the deposed president, just hours after Zelaya's aides said negotiations had failed.
Vilma Morales, a representative of Robert Micheletti, the interim president, said that the de facto government was willing to allow Zelaya to appeal directly to the legislature to decide whether he should be reinstated.
"Congress could decide [on Zelayas reinstatement to the presidency] based on a request that he should formally present to the legislative branch," Morales said on Friday.
Micheletti had previously insisted that the Honduran supreme court be the final arbiter of whether Zelaya could retake his post.
The supreme court has already ruled out allowing Zelaya's reinstatement.
Zelaya has said he wants congress to rule on his attempt to be reinstated, despite the fact that estimates suggest that he only has the support of about one-fifth of politicians in the chamber.

Yesterday I received a tip from an acquantence on Twitter who is in Brazil. We have had exchanges for some time, but he directed me to a site that gave the background on Lula and the Sao Paulo Forum. And it’s efforts to destabilize much of Latin America.
This has a direct effect to Honduras and the neighborhood.
I had no idea he was a hard Commie, but appears he is.

The Dialogue Commission of President Roberto Micheletti Bain in Guaymuras Dialogue Reports
As is known to national and international community, today morning the Commission President Roberto Micheletti keep alive a spirit of dialogue, presented proposals which were read to the press. These proposals were submitted to the Commission by Mr Zelaya through the mechanisms established in the same dialog. We are aware that the proposals were totally rejected.
We reiterate that to date were presented ten proposals on the point of controversy: six of which have been submitted by our committee and four submitted by the commission of Zelaya. Unfortunately, in terms of Zelaya proposed by the committee not only contradictory but tacitly rejected by them. In view of the above the committee regrets that provision, and has taken note of it, signed the minutes for this date which comprises the delivery of the proposals and expressed by the commission that Mr Zelaya Rosales of the dialogue is closed from 12:00 on the evening of Thursday October 22, 2009.
Relying on our love for Honduras, we can not woebegone but express our regret at not having been able to successfully conclude the talks by the intransigence and intolerance of our counterpart in the dialogue table. Good night. Tegucigalpa MDC October 23, 2009
