If she doesn’t speak English, what happens if she becomes involved in a dangerous traffic situation that necessitates following the orders of a policeman or other public safety worker? And of course it would never occur to the DMN to inquire about her immigration status. We are the only country on earth that puts the interests of foreigners ahead of the interests of its citizens.

You are incorrect, if you are suggesting that other countries bar drivers that don't speak the language. I've personally legally driven in at least 3 countries where English isn't the language.

Where did I say that other countries bar drivers that don’t speak the language? We gave this woman a “get out of jail free” card. She was driving without her license, for which I have been ticketed in Dallas. What I said was, we are the only country on earth that puts the interests of foreigners ahead of the interests of its citizens. And I stand by that statement.
