Not that I'm defending Obama, but what defect do you suspect in the first administration of the oath that necessitated a correction?

They probably get paid on the 1st and 15th, then spend the following day buying cheap wine, drugs, or whatever keeps them fortified until the next payday.
In California, there was a City Park across the street from a place where I once worked, and the day *after* payday, every bum in town was lying in the grass in a stupor.
