Is George Soros a US citizen, or is he just here on a VISA? If he is a citizen, sedition charges need to be brought up on him, and he needs to be deported immediately, and none of this money can be spent anywhere in the U.S. Of course, I am talking about a sane, rational world that should exist.
That is neither "sane" nor "rational" by any stretch of the imagination.
