Utah has a similar law and they do not preform Gay Marriage in their state.
The law says that California will not preform Gay Marriages in their state and that Marriage is between one man and one women.
That however does not stop the State from agreeing to recognize marriages preformed in any state, including Gay Marriages.

So true. He does not have that authority. As far as milk, the man was despised until shot. Amazing how a bullet changes peoples view of a person.

How can he sign a bill recognizing Same Sex Marriage when the state’s Constitution doesn’t? Every day I identify more with the late, great Lewis Grizzard's book title: "I Haven't Understood Anything Since 1962."
If I had to guess I'd say the Terminator plans to terminate that provision of the Constitution by whatever means is necessary.
