Not anymore. They now get them at birth, because you can't claim a dependent w/o a SSN for them. This became a requirement for returns filed in 1987, but many folks got them at birth earlier than that.
I think they may have been required for college entrance as well, I know my college ID number was my SSN, and I started in 1968. (so is my military ID#, but "O" doesn't have one of those). So if he needed one for Occidental, he'd have gotten it in about 1979, but if he entered Occidental as a Foreign student, he would not have needed an SSN, there were alternatives for them, IIRC.
I believe he also attended Occidental College.
