According to the Social Security Administration web site, prior to 1972, the state code for the first three digits of a Social Security number was determined by the location of the office to which the applicant applied, which was usually, but not necessarily, the same state as the applicant's residence. Since 1972, the first three digits of the SS# are determined by the zip code listed in the applicant's return address.

So the SSA cautions that one cannot draw any definitive conclusions as to state of residence solely on the basis of the SS#. In Obama's case, if one presumes that his SS# was issued before 1972 (during which he turned 12), someone could have applied for him at an office in Connecticut for whatever reason.

Elaborating on my previous post, I see that the 4th and 5th digits of O's alleged SS#, combined with the “042” in the first three digits, mean that the number in question was issued to a person with a Connecticut return address on his application in 1976 or 1977 (when Obama was 14-16 years old). This apparently could have been done if he knew someone in Connecticut at the time who could receive mail for him. Whether he or his family did know someone in Connecticut who would do him this favor, and why he would choose such an arrangement for the delivery of his SS card, are questions that can't be answered with the info available. But he did not necessarily need a Connecticut residence to receive such a card.
