Most affluent people of both political parties near energy deposits are stopping such developments for fear that they will put scary peasants to work, live and breed in their areas. ...recently and closely watched two such NIMBY ("not in my backyard") political shutdowns of exploratory drilling.

Sorry to point to the tinfoil cap, but shale NG exploration in the US has been extensive in the past few years and without any obvious extraordinary GOV hindrance. Currently shale and other NG exploration and production is down because of low NG prices for the time being.
