They aren't trying to save lives -but the government must look as if they are doing everything they can in order to save lives.

Do people within the government know how to count? If so, why did they send out only a miniscule supply of the drug? Furthermore, take a look at exactly who was first inoculated.

As for the years of testing, this is very true. Laws were developed in order for FDA approval to come that showed after a lengthy process that a drug could do what was claimed the drug could do.
