I think so, but generally he has them few and far between and repeats himself endlessly. His problem is limited range of articulation. He can't figure a new way to say things he's been saying for weeks, so he ends up coming out in soundbites, over and over again.
Worst part is, he sometimes throttles a new idea that really could advance the particular subject.
