There is no problem here, his health care was free, and he got what he paid for.
His taxes were for the lush lifestyles of his politicians, and they got what he paid for, too.

Mr Eeles fractured his arm on December 3 and was rushed straight to casualty where doctors put his arm in plaster. Translation the guy goes to the hospital emergency room with a mangled arm and they put it in a plaster cast and make no effort at a surgical repair. In any US hospital the guy would have been in surgery that day having his arm repaired. Any US doctor or hospital treating a case like this would be sued for malpractice.

Okay now I am pretty sure he did not set that arm by himself. So my next question is when he originally broke his arm what quack set his arm so that it would heal like that?
Most doctors I know of dont say okay lets set that arm and once it heals we will go back in and operate to straighten it out!
