In fairness to Waters (if one can be), I do not believe she meant the comment to suggest literal rioting...I think she meant that there would be deep anger on her side of the aisle in Congress.
However, if a conservative Congresman said the same, it would have been the lead story on every liberal network this morning.
IMHO, she could have said the fur will fly and we would all know she meant the rhetoric would be fierce. Saying the bricks are going to fly means exactly what it means. She’s stoking her base.
