Art. 2, Sec. 2, clause 2:
"... and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint ... other public Ministers and Consuls ... whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments."
Now we know Congress has delegated the power to appoint many lower positions to the President, but that was their power to give, not a power for the President to take. Basically, Congress is the one who gets to say whether these appointments require approval, not an expert panel, not the President.

What does that mean? Practical authority? What kind of authority is that? Do they mean jurisdiction? If so...then this is just pretty talk to cover-up an unconstitutional situation.

Exactly.

In effect, they acknowledge that if it were brought to a court of law, nothing these czars do or require is enforceable. The "practical authority" weilded by these czars is, by their own admission, nothing more than a power grab.

Bullies have no legal right to their classmates' lunch money, either. Just the "practical authority" of being bigger, meaner, greedier, all around a**holes.
