Unfortunately, they don't do so in the section of road that I drive most often. I can't tell you how many times I've been stuck behind a truck in the left lane that refuses to speed up and pass the truck in the right lane.

Banning trucks in the left lane isn’t that unusual where there are three or more lanes. The section you speak of in Austin actually starts south of Austin and runs for some 70 miles before the ban ends. I don’t remember the start/stop points.
Trucks are banned along portions of I-45 and I-10 in Houston. I suspect banning is operative in many other areas as it should be where there are enough lanes.
I was thinking of roads with three or more lanes on each side when I wrote that. On those multilane roads, as I understand it, truckers usually use the middle and righthand lanes (except in Texas, apparently). Of course, if you only have two lanes on each side, you’re screwed.
