"Is it legal?" Not in any way. It would be a clear and unquestionable violation of the Hatch act. It's not even a close call.

The "Hatch Act" is so limited that a first year law student could argue against it.
It was designed that way unless Congress got involved by way of convicion of perjury.
IMO the Hatch act is simply a political waypoint and not enforceable by itself.
It's almost impossible to prove.
